First, are you trying to use it with a flash attached? Second, by "the wheel" I hope you mean the wheel near the shutter button and not the wheel on the back of the camera. When in Av/Tv mode, the wheel on the back of the camera controls the exposure compensation, which is might be the cause of your problem.
