That's really strange unless the command wheel is disabled (the little switch just under the viewfinder) or you have always been in very dark environment, neither of which sounds too likely. Now assume you have gone through the manual and nothing obvious have been missed, then it's time to send it back to Canon. In fact you probably should have sent it back 1-1/2 years ago.
