The only thing I think you will notice with the Tokina on the D-30 is that the AF is a LOT slower and hunts more. Big surprise...LOL, this is because the D-30 AF is so piss poor. That is the only think I do not like about my D-30 is the AF. I recently got one of the 28-80 Tokina lenses and it has lived on my D-30, have only used it on a 1n once or twice...oh I think I have only shot film twice since getting the lens, so that is why. Anyway I really like the Tok lens and personally I think the faster f-stop is worth a lot more than IS is.
