That only works if you really blast the flash and therefore it contributes
much more to the total exposure then the ambient light does. In that case
you are going to end up with the typical flash picture and your background
is still fairly dark. Otherwise you will see ghost shadows around your
subject.

You are partly correct but let me explain why I say this. If I have an
ambient light setting of F5.6 and use the flash set to the same light, it
will fill the foreground (and shadows) and the ambient light will light the
background since it is also F5.6. As to shutter speed, you could not very
well use 1/4 seconds because you would get ghost shadows.  In the point I
made, I was not talking about a person running, because in that case with
slower shutter speeds you would be right.  But for someone moving slowly or
standing in a group for a shot it would be fine using a shutter speed at
1/30 seconds, maybe 1/15th but depending on the movement I would opt for
1/30 more often than not.

For many years sync speeds of 1/30 second were common on cameras like the
Rollei SL66.  If you used a flash with that camera for weddings the flash
would freeze the subject and the walking bride would look perfect even
though the 1/30 second sync speed would probably not give the same effect
handheld without flash.

The IS lens alllows me to be far more confident in handholding a camera at
1/30 seconds with or without a flash.  Plus the IS gives me added insurance
of a good image allowing me to use say 1/15th second shutter speed, gain
ambient light at perhaps F8, and then I could use the flash ensure
foreground lighting for group shots. Just my two cents.
