I'd say it's normal. If you have a stiff body, you can feel sometimes vibrations from IS. In my EOS 500N I never noticed any signs from IS, but after switching to 1V the situation changed. Now I sometimes feel vibrations caused by IS. I am not sure if the 1V is the only stiff enough body to notice IS vibrations, but at least in my configuration even with PB-E2 attached the vibrations are transmitted from lens to my hand.
