It doesn't have silver in it, but it isn't just plain
paper, either.  Modern inkjet papers, especially photo
papers, have pretty complex chemical makeups in their
coatings that are designed to actually interact with
the ink to enhance stability and color. The R&D costs
of traditional photo papers are pretty much paid for. 
I'm not sure that's true of inkjet papers.

Even given that, I'm sure paper is a very high profit
item for the printer makers, but since people are
willing to pay for it...  And there are cheaper brands
out there, if you want to use them.
