That is not correct in general: only lenses with so-called "ring USM
motor" always have full-time manual focus, whereas those with "micro
USM motor" generally don't (the EF 50/1.4 being an exception, it has
FTM even though it only has micro-USM motor).
In particular most cheap zooms don't have FTM even when they're
labeled USM.
