Yes, in theory. But we are not talking about a view camera, so the Tilts and
Shifts of TS lenses are limited by the length of adjustment screws on the
lens barrel.

Which means for the 20D sized sensor, if the lens allowed, you could
shift even more than with a FF sensor.
