I'm a little confused by this, as when using flash in manual mode, its
primarily the distance that is used for GN calculations. Assuming youre
focusing on the main subject, then this distance information has always
given me the basis for what I wanted in exposure. 

Measuring reflectance is problematic anyway, which is of course the
reason for the existence of incident flash meters.

They are talking about Type A cameras, which include yours among others
such as EOS-1D, 1V, 3, D60, D30, 10D, etc., and these support FEL with
newer "EX" flashes. 

Because you are using the 430EZ, the operation for flash follows the
older methodology and that is AE Lock. The reason for this is that the
540EZ uses A-TTL and does not pre-flash.  
FEL uses pre-flash to flash meter the subject prior to exposure. You can
ONLY do this with EX flashes on your 20D. This is why they say the
ambient light metering is separate from flash metering.
