If we look at what a flipbook realy is:
"Slideshow with relatively short duration of display
between frames"

.. then we can clearly see that most movie
editing/animation software should be able to perform
the trick: Place subsequent images on the timeline and
set the duration between each frame to say, .3 or .5
seconds, with no transitions added between each frame.

However this may be tedious (placing hundreds of
images  for example). Traditional slideshow software
may not be flexible enough to offer such short
durations/intervals between subsequent frames so as to
create a flip-book or a "moving" effect. I would think
anything from 2 frames per second to 15 frames per
second would make a respectable "flip-book" effect (an
actual "movie" is usually between 24 and 30 frames per
second depending on the statndards used). The second
pitfall would be the resolution. A high res flip book
of, say 5 frames per second, may require loads of
computing power to just display well on the monitor.
