Not so with the 70-300 DO IS. It has two settings, one that stabilizes in both directions and one that stabilizes in only one direction. The latter is recommended for targets that move horizontally. Tripods are ok. The model it replaced, the 75-300 IS, did have that restriction. I don't know what the general rule might be, but they clearly don't want the IS to hunt, which it might do if there is no motion whatsoever. The earlier model didn't work if the camera was turned on its side.
