Several of the high-end tele's have a dedicated 'tripod-IS' 
mode....which then also nicely works when such a lens is adapted to a 
Canon video-camera.
Just a different algorithm, because the vibrations/oscillations 
on/from a tripod are different than from a human hand/arm....

Btw, IIRC, this 'tripod-IS' mode is even auto-detect, not something 
you can/must select manually (which then also nicely confirms the 
fact that the vibrations are indeed quite different from tripod vs 
human, otherwise the lens could never auto-select between the two 
modes reliably).
