Why would IS be less effective at smaller focal lengths?
Or: why would the normal 'steady' rule of thumb be 1/focal-length, in 
(fraction of) seconds?
It's just a matter of geometry: same vibration *angle*, lower 
magnification.
Hence the threshold of a 200mm lens becomes 1/12.5s, and 20mm 
1/1,25s....:))
