My EF100-400 first developed a very stiff manual focusing problem two years after I bought it brand new, it was fixed under good well warranty, the "manual focusing assembly" was replaced. About 3 years later the same assembly had to be replaced, the symptom though was not stiff manual focusing but stiff zoom, although not to the extent you are describing. The second failure cost me almost CDN$300 to repair, I made sure that Canon service center entered a comment that this is the second time the same unit had failed on this lens, the service manager indicated that there "should be some consideration" if the same unit fails again for the third time, it may mean they will repair it for free, or I would get a new lens. This was about 3 years ago now, knock wood nothing has happened yet......... BTW I love this lens, it's my workhorse, I use it probably for 80% of my shots. BTW #2, I read about some people suggesting not to tighten the friction ring after the first repair, I didn't, but it still didn't help preventing the second failure. BTW #3, I agree with the suggestion of getting a price reduction from the seller due to this necessary repair.
