Is there any effort to translate the content of the OpenUP library for the
portuguese language? If exists, how can i attempt to help with this effort ?

You can download EPF 1.0.1
(http://www.eclipse.org/epf/downloads/tool/epf1.0.1_downloads.php). It has
native language support for Portuguese (Brazilian).
