There are no current plans - to the extent of my knowledge at this point in time - for translating OpenUP content to other languages. I'm pretty much sure that any effort to translate OpenUP, at any time, can come from the user community. We've seen interest in this list from others in Brazil and Portugal to help on that.
Maybe Paulo in Brazil and Ana in Portugal can start recruiting some volunteers for translating the content? As Portuguese speaker and committer, I'd be more than glad to help along the way.
