The wheels slide...look at the tread and you'll see why. Particularly with Clevelands you have a lot more brake than you do traction. Also, executing a turn is next to impossible while on the brakes. If you have to turn while moving quickly (such as off on a high-speed diagonal taxiway) get off the brakes, turn, and resume braking.
