I just uncovered an AD Compliance sheet for AD 47-20-05, which references
SB18 (making it mandatory) and says 'belly skin reinforcement.' This, of course
was not only in big letters in the historical documentation which I included
in the folder, but also called out in the great big Access Database report which
I maintain for the plane and which gives an IA, in detail, the compliance status of
every AD on the plane, or why it does not apply, or when it has to be
done again...
Of course, for such a handy-dandy bit of owner-documentation to be of use, it
must be referred to and read...

The IA working on N99387 is claiming that not only does AD-2202-26-02
make SB31 mandatory, it makes two other SB's mandatory because
SB31 refers to them.
Those are SB18, belly skin reinforcement and SB109, installation of
drain holes in the belly.
The AD mentions only the inspection actions, but the IA is digging
in his heels, claiming that the inspection...'In accordance with the
Procedures Section of Univari Aircraft SB No. 31...'" means that
you have to do the other two SB's because the first refers to it as
part of the procedure.
