How3 do you go about replacing this single bearing ? I have never Had one apart Thinks Ken

I just dismounted a 5:00X4 single bearing nose wheel and spotted a valve stem hole in BOTH halves.
 
I can't for the life of me remember if this is correct. My instinct tells me it isn't. The old Ercoupe parts catalog isn't a help. It's been a couple of years since I have changed a single bearing small nose tire.
 
Is it even possible to mount 2 left halves or two right halves together??
