I believe that both Continental and Lycoming now suggest that if your 
engine is 12 years old and still isn't at TBO it's time to overhaul
anyway.

Your engine is 21 years old and ran without oil pressure.  It's probably 
best to overhaul it before it overhauls you... if you catch my drift ;)
