To be sure,  charge the battery all the way, and then see what
happens...it 
may be
lower than you think.

Adjustment probably isn't the answer. And if it's time to replace, go for 
one of the
Zeftronics solid-state units. Besides being a pretty gold color, they're
kinder
to your batteries and electrics (I have a digital voltmeter aboard, and 
have had
both a mechanical and a Zeftronics in place, and I can attest that the 
electronic
unit is much better regulation of the bus voltage).
