A buddy of mine is restoring a Stinson 108. Before Univair would sell him
a
new data plate, he had to have a letter of authorization from the FAA.
This
entailed a review of all of the paper work (log books, Bill of Sale, 337
records, etc) that he had to prove that his airplane was "who" he said it
was.

I found data plates in the Univair catalog.  I called them and was told I
would need an authorization form filled out and signed by an FAA
inspector.
I don't know if that means an FAA employee or simply someone recognized by
FAA.  I have the same situation.  My registration and airworthiness both
say
something different from the data plate.  I find variations through the
years on the papers.  I don't know what to trust.
