If there was white powder between the sheet metal and around the rivets, was all of this internal such that it could not be seen by inspecting the exterior of the center section spar caps? 
 
I find it hard to understand how a center section rivet could be in such bad condition that it could be pushed out easily with a punch, without the center section displaying any evidence that there could be a corrosion problem within its structure.  Maybe this was the case, but it seems to me like the verbiage in the SB, SB cover letter, Accident Report and Probable Cause report leaves a lot to be desired.  I would think that these types of documents should be investigated and written in such a way that there is no room whatsoever for speculation as to the meaning or the facts.  If there is some unanswered or unexplained condition, then that issue should be identified as such.  I'm a registered professional engineer with 20+ years of engineering experience and despite spending 2 hours studying, marking up, and making notes on these documents, I still cannot clearly understand exactly what the condition of the center section in the accident aircraft was.  It's hard to swallow that an AD could be issued based on these documents alone.  I wonder if there is any better information available anywhere on this center section, or if the center section is still available for inspection.      
 
Hopefully before this SB turns into an AD, we'll get some clarification to some of the inconsistencies in these reports.  It would be very enlightening if the people who did the investigation and wrote the reports would further explain and elaborate on their findings.
