My guess would be that either your oil pump is simply worn out, which would cause excessive clearances between the gears and the oil pump housing, or you may have had a piece of metal go through the pump which scored the bore of the pump housing.  Either of these causes would allow oil to flow out of the pump and air to flow into the pump when the engine is stopped.  When you start the engine, there is too much clearance or air space between the parts of the pump, and the pump is unable to generate the suction needed to pull oil from the tank.  If either of these causes is the problem, you are probably looking at replacing the oil pump gears and oil pump cover at a minimum, and possibly having the accessory section reworked.  The oil pump cavity in the accessory section can be welded up and then remachined back to new tolerances.  I don't know what the cost would be for this type of repair, but I've heard of people having it done.
 
How many hours on the engine SMOH?
 
How is the oil pressure at cruise RPM?
