I think it has been determind that there was a flaw in the way the spar caps were machined that makes them so susceptible to corrosion. This was relatively early in aviation and ERCO was not "perfect"
SB 32 para 3.2 calls for the inspection to be done from the "bucked" (flat) end from the aft side of the spar.
