Plan is to connect an oil can pump to that fitting and open up the

The master cylinder is apparently hidden behind floor boards, I am
guessing that the system vent is on top of the master
cylinder. Does anyone know if that is right. I hate the idea of
removing that floor board.
Your plan is correct. The vent on top, however, should be the
reservoir fill plug. Best to lift the floor boards first and
determine if fluid is leaking out the top of the master, a common
problem. If so you need to address that first. If not, drain the
fluid out of the reservoir and then start at the bottom. Pump fluid
into the right brake until it just starts to come into the
reservoir. Then pump fluid up from the left wheel until the
reservoir is half to 3/4 full, then you're done.
