You may be referencing an out of date FAR.  I've pasted below 43.3g from a current reference.  Also, then it gets into the "splitting of hairs" as to actually doing the preventative maintenance vs approving the aircraft's return to service after the maintenance is done.  I guess that's where my mind was getting the "private pilot or better" reference.  I've got a CFI clinic next weekend.  If things get bored, I'll stir it with this issue.  roger

 

(g) Except for holders of a sport pilot certificate, the holder of a pilot certificate issued under part 61 may perform preventive maintenance on any aircraft owned or operated by that pilot which is not used under part 121, 129, or 135 of this chapter. The holder of a sport pilot certificate may perform preventive maintenance on an aircraft owned or operated by that pilot and issued a special airworthiness certificate in the light-sport category.

(f) A person holding at least a private pilot certificate may approve an aircraft for return to service after performing preventive maintenance under the provisions of §43.3(g).

(h) The holder of at least a sport pilot certificate may approve an aircraft owned or operated by that pilot and issued a special airworthiness certificate in the light-sport category for return to service after performing preventive maintenance under the provisions of §43.3(g).

What makes you think that the requirement is “private pilot or better”?

 

FAR 43.3 (g) says:
The holder of a pilot certificate issued under Part 61 may perform preventive maintenance on any aircraft owned or operated by that pilot which is not used under Part 121, 129, or 135.

All pilot certificates from Sport on up are issued under Part 61.
