Pulling the piston should have no effect and would cause no problems unless when they
replaced it or during removal they broke a ring or two. A bunch of things could cause your
problem such as fuel, primer leaking by the o ring etc.. You say the mags checked with correct
 drop so it would appear that the mags, plugs and harness are ok. However at higher RPM
electrical problems do show up that would look ok on a mag check.  If it is surging a small bit
 at wide open throttle it would sound more like fuel problems.

After doing a lot of work on my plane during the last 2 weeks, we tested it today (hoping to be through) and it won't develop full power.
 
The following work was done:
1. Removed cylinder to fix helicoil and replaced it, (hopefully the repair shop did not to remove the piston from the cylinder...) . Used new intake and exhaust gaskets as well as new cylinder to crackcase O ring.
2. New magneto harness
3. New shielded spark plugs on top, elimminating the 90 degree cans.
4. New impulse coupling and drive gear on right magneto
5. Installed spark plug blisters.
 
The engine starts quickly, runs smooth, and run up at 2,000 RPM (indicated) is perfect, showing slight magento drops and a larger drop with carb heat.
 
However, the engine does not develop more than 2100 RPM indiated on the tach (1920 measured with an optical prop tach)
 
After working for the last 3 days in 1 though 5 above, my AP and I did not have time to continue troubleshooting, and gave up for the day (and for the week, due to our schedules) (Yes, I am frustrated about driving , instead of flying to Terrell.) 
  
Next time we work on the plane (next week, after Terrell) we plan to do a compression check, since we suspect maybe the shop that fixed the helicoil may have pulled the piston out of the cylinder and disturbed the seals. Does that make any sense?
 
Any other suggestions as to what to look for??
