I'm not sure what you're referring to. The only legitimate "primary" data plates must be obtained from the manufacturer or type certificate holder. On older aircraft the data plate did not have to be outside or visible from the outside, so those planes require an additional plate, usually found near the tail, but that's for customs enforcement, primarily. Those plates can be had from all the usual suspects.
Years ago, I was told that one needs the original, but, I cannot find an effective regulation that, in fact, supports such a contention.
The appropriate regulations can be found in 14 CFR Part 45.
As a matter of fact, if you upgrade a ‘Coupe from a C to a D, using a package kit, a new data plate is part of the upgrade package.
Said data plate is supposed to be displayed next to the original, not in place of it.
