I would check the impulse couplings. I have had similar symptoms in the past and most of the time it was caused by a broken spring, or something else broken, in the impulse couplings. Now that I think about it, I have had like 4 impulse coupling failures in both my Slick 4301 magnetos in the last year! The last broken impulse coupling was replaced with a brand new one.

Just thinking.  Did your rebuilt mag. come with impulse coupler?  I am
wondering about the possibility of an impulse coupler problem.  I never
heard of this happening, but is it possible?
