I hate to even suggest it, but at this point I would check that the switch is actually grounding the proper mag!

I agree.  I think something must have been overlooked.

Did you duplicate the cold cylinder test on the "good" mag?

The Left (lower) mag/plugs operate in a leaner mixture than the upper/right. If the left doesn't exhibit the problem then intake leaks are likely not the issue.

Try wiring the left mag to the upper plugs and vice-versa.

When operating in the right mag, if the #4 cylinder is not firing is should be VERY rough and I'd expect more than a 200 RPM drop.
