The TSO research I did was very limited, and it didn't cover the specific
issues you're asking.  It was specifically limited to
--radios
--in an Ercoupe (where type certificate has no radio requirement)
--while flying VFR
Those limits matter, and the conclusions aren't applicable to other
instruments or other situations necessarily.

BTW, I believe Bill Biggs post that argued with mine was in error.  I sent
Ed B. the analysis, but I don't think that was ever posted.  Too sleepy to
try to reconstruct it tonight; if that matters to anyone, maybe Ed could
post what I sent him...

Hey Gang: Some time ago we had a discussion about TSO'd and non TSO'd
instrument requirements. As I remember, one of our group came up with the
FAA  
paragraph's that specifically spelled out the use of those items. I saved
the  
message, but unfortunately for me, my computer bombed last fall, and I lost
all  
of the saved messages before then.
   I have reviewed most of last years Tech messages,  and did not find what
I was looking for. Does anyone have the answer? I know  there was
considerable 
discussion about radios. but I am specifically concerned  about instruments.
