If your A&P/IA signed if off, and you feel the EAA and AOPA are "approved data" go with it.
Being an IA there is no charge for me to submit a 337 so perhaps I go overboard. Better safe than sorry. The more documentation in the aircraft's permanent record,the easier it is to recreate documentation should it get lost.
I have never been called FOR submitting a 337.(or not for that matter)
Besides, I didn't stay at a Holiday Inn last night.

The radio must be FCC-approved, but does not need to be TSO'd.
If your local FSDO says more is required, I would be very interested in what Code section *they* say they are basing such a requirement on, since both AOPA & EAA told me that there is no such legal requirement within the limits I've stated above (and those limits are important!). As I understand it, just because someone at a local FSDO says "paint your plane with polkadots," it doesn't mean you have to, unless there's a law saying so, or giving them the authority to say so. If they have one to reference, then let's get a citation and look at it.

As the owner of the aircraft, YOU are ultimately responsible for all maint. on that aircraft.
You may do anything you want to it but at some time (a future sale? next annual?) someone is going to want the paperwork in order.
My FSDO (San Antonio, Tx) wants a 337 on all NEW (to the aircraft) radio installations.
If in doubt call your FSDO, they are the ones who decide.

The TSO research I did was very limited, and it didn't cover the specific issues you're asking. It was specifically limited to
--radios
--in an Ercoupe (where type certificate has no radio requirement)
--while flying VFR
Those limits matter, and the conclusions aren't applicable to other instruments or other situations necessarily.
BTW, I believe Bill Biggs post that argued with mine was in error. I sent Ed B. the analysis, but I don't think that was ever posted. Too sleepy to try to reconstruct it tonight; if that matters to anyone, maybe Ed could post what I sent him...

Hey Gang: Some time ago we had a discussion about TSO'd and non TSO'd
instrument requirements. As I remember, one of our group came up with the FAA
paragraph's that specifically spelled out the use of those items. I saved the
message, but unfortunately for me, my computer bombed last fall, and I lost all
of the saved messages before then.
I have reviewed most of last years Tech messages, and did not find what
I was looking for. Does anyone have the answer? I know there was considerable
discussion about radios. but I am specifically concerned about instruments.
