Do wait for the consensus opinion from everyone before acting.

My initial reaction is to demand of FAA guy #2 that he prove by regulation
and supporting documents his silly assertion.

If the O-200 conversion was done by a form 337, citing its model as a 415-C,
that takes care of that issue.

If the O-200 conversion was done using the STC from Skyport which requires a
conversion to a D model but that conversion was never done and document
properly.  In that case, while it's still NOT a D model, the O-200
installation was not documented properly.  A proper form 337 for the
conversion to the O-200 in a C model should be done and approved.
