I believe that this would not be happening.
Even if all pilots would fly 100% perfect, no accidents, no TFR busting, 
nothing that would involve a Private Pilot - 
And they would still think about a more stringent regulation. The reasoning 
would be that since more regulations seem to work, they can make the sky more 
safe with even more regulations.

Bureaucratic systems act without logic, mercy or any human like quality. 
They are unjust where ever they are let loose.

That's why a good society does not trust these systems, but watches carefully 
and stops them before the system takes over.
One needs to live in a free thinking society for that though.

  It's just a violation of the FAR's.  But if we keep doing it, our politicians 
will make it a criminal offense in order to get the attention of those pilots 
who choose to ignore the FAR's or who can't be bothered to get a preflight 
briefing from DUATS or a FSS.  

  The politicians are already discussing this.  Why?  Because "those little 
airplanes" keep flying into TFR's.  If nobody ever busted a TFR, there would be 
no reason to add more regulations.  Sometimes we are our own worst enemy.  And 
yes, I know, accidents do happen.  People get lost, or fly into a TFR under 
unusual circumstances.  But anyone who takes off in today's airspace without an 
official preflight briefing is an accident (TFR bust) waiting to happen.  

  Just my opinion.  Others, obviously, disagree.

  (By writing that, I've probably just guaranteed that I'll bust a TFR 
tomorrow!)
