If you have checked to make sure all lines are open and free of restriction, 
has someone replaced a fuel line connecting the tanks under the floor? Has this 
problem just started?
   
  If it has been this way for a while and some one has replaced the fuel line, 
it may have an expansion loop or excess hose length where the loop is not 
horizontal. If there is a loop under the floor and the loop is anything but 
horizontal, it can create an air trap that may restrict flow cross wise to the 
other tank. Just a thought.
