John. I think the washer we are speaking of is the one between tank fitting and the angle fitting where the fuel line attaches and the strainer screws in. It is a needed part, made from soft aluminum to be pressed into the fittings grooves .I suspect that if the washer did not fit in the first place, it was obviously not the right one, maybe from a different grade aluminum and therefore not able to provide the gasket that it should be.
