By regs, your mechanic must have the manual for this carb in order to work
on it. Should be available as a download.
As far as the ground wire, it's not only a good idea, but if the aircraft
came equipped with the strap, it's technically unairworthy without it. (Wow,
lots of grumbling going on there!) Grounding not only helps with radio noise,
but also with the buildup of static electricity which is why I think it was
placed on there initially.

One of the last annual inspection checklist items (checklist from EOC,
Courtesy of Ed Burkhead)that need to completed are two items on the
carburetor: 1) Carburetor finger screen and 2) Flush Carb float
chamber. Since my A&E has never worked on this type carb., could
somone please provide some details on how to meet these two
requirements? 1946 415C; N2738H; #3363. Thanks, Dennis
