If the empty CG falls within the allowable limits, there should not be a way
to load the plane legally and move the CG outside the allowable limits for
flight.  (These 2 limits are different).  That is sort of "by definition"
and is how the empty CG limits are arrived at.

For the C and CD the empty wt. CG range is +25.2 to +25.8.  If you plane
does not meet these limits, they also allow an aft limit of +26.6 but your
baggage compartment capacity is reduced to 40 lbs.

If you then load the plane with fuel, passengers and baggage and observe the
baggage and gross weight limits, there SHOULD be no combination that puts
the CG outside the allowed range of +26.4 to +30.3.
