All, the first thing I would do is to verify that the flapper behind the air 
filter actually flaps up and down.I had the case on my brothers Coupe where the 
actuating wire of the flap was hooked up wrongly, cause the flap not to move at 
all. The 'smart' mechanic then loosened the nut that holds the actuating arm 
and voila  you could move the carb heat wire again. It was moving the attached 
lever as well, but NOT the flapper inside.The symptom was that one did not have 
a drop in rpms on runup. I also had ones significant air leak in the intake 
system. I think that the RPM drop was still there. Maybe the working carb heat 
was smoothing things out - I do not remember much of it.
 
However. I would make sure that I actually can see the flap going up and down 
through the hole where the airfilter is.

Thanks for the help. That sounds like it, before the annual I noticed not much 
rpm drop at run up but was fine in flight, bet something is loose,we made it 
worse by cleaning and working on the engine.
