Bureaucratic budget cutting standard procedure:  Protect your dull programs
and cut the one that'll get the most sympathy and outrage from the public.
This procedure is most likely to get your full budget restored.

Though I'm inclined to agree with Jim's goals, I have to agree with Jerry's
worries about getting the public and congress-critters involved.

At this point, there's hope for the future and we have a workable, though
not ideal, program to keep us flying.

I'd suggest we instead send letters to our alphabet organizations (EAA,
AOPA, etc.) and encourage them to put priority into lobbying for this change
quietly, behind the scenes.  I suspect we'll get farther in the long run.
