I have the Sky-Tec starter. The previous owner installed it as part 
of the deal (I paid for the starter). We had problems with shear 
pins. At first we were told that it was a problem with the pins being 
out of spec. Then the focus was on timing. After rebuilding the mags 
and retiming, the problem went away. I had a problem once since then 
during the time I had my first encounter with a stuck valve. Beyond 
that, the starter has been reliable. I am happy to have it installed, 
but I do keep starter shear pins in reserve just in case.

I don't know how long it took to cut the shaft, but I got the 
impression that it was two or three hours of work. You have to setup 
a dam to catch debris from the cutting. And I am guessing that the 
cutting of the shaft is time-consuming.
