Rich. The rebuilder did what he does with many small continentals that have a Stromberg.
Some folks will never understand how a Strombergs leaning mechanism works. They claim it ineffective and wire it rich. So what does that mean? The rebuilder safety-wired the mixture control in the rich position on the carburetor. He is actually doing many folks a favor. Some, if not many aircraft don't have the mixture cable anymore. If you now install the engine and DON'T wire the mixture control rich, you have an arbitrary working carburetor. In a way he is doing the right thing wiring that control rich. For those that don't have a mixture control, he is on the sfae side. If you want one, just cut the safety wire when you hook up your control cable. If I think about it, I would wire all carburetors rich if I would be an engine rebuilder. That covers my ass. Rich, there is really nothing to cutting that wire while installing the engine.
