I don't see anything in the records of my 415C that anything other
than going to Cleveland brakes
has been done to my plane. It acts as a brake just like my Cherokee
hand brake. As I remember
it, I was told that when they put in the rudder pedals they remove
the foot brake and you use the
hand brake as your only brake?? As usual, I think John Cooper had it
right in his answer.

In my Aircoupe (ALON) the "Hand brake" is not a brake at all but
merely a latch to hold the foot brake in place. A poor mans parking
brake. The only "Hand brake" I ever saw on an Ercoupe was a
conversion done to 99893, My first Ercoupe, which had to be
installed for a pilot with no legs, and it was a Piper Cherokee
unit modified to fit.

It will spin some. It is just a cable so you are twisting the cable
when you spin it.
