Ed is right. The header tank serves the purpose to create the correct inlet 
pressure to your carburetor and is also your 1 hour backup source of fuel.
 
A backup system to the engine driven pump would require some plumbing and more 
wires behind your panel.
But even with one installed, one still would have to recognize the other pumps 
failure first. That is only visible by the sinking float. 
Then you might as well land ASAP.
The probability of a fuel pump failure and no feasible landing spot in the 
vicinity of 45 minutes of flight is rare. 
If I wanted to cross an Ocean, I would like that other backup though.
