Somebody correct me if I'm wrong, but I understand that the 160 - 190 is
actually "INCH" pounds;  is that correct?

Hey Joe: Yes, the 160 to 190 pounds is correct. The elevator is limited
in its movement (13 degrees up and 10 down on a 415-C) so keeping the
tension up is important to maintain the proper amount of movement.
