Cable tension is measured using a cable tensiometer.

actually "INCH" pounds;  is that correct?

Not correct. Inch-lbs is a measure of torque.  (actually, there's a slight
semantic error there, too, but that's for a different discussion.)

The concept of 160 lbs tension is the same as if the cable was fixed at one
end with a 160#  weight suspended form the free end.
