Richard,
Was this occuring before what ever maintenance was accomplished? If not, then 
it may have been caused by something done in the maintenance procedure.  If 
not, have you blown air through the return line and ensured that the line is 
clear into both wing tanks?  Was the restrictor changed during maintenance?
As to the size of the restrictor hole, I have no clue.  If I remember, I have a 
spare disassembled pump and will check the hole size tomorrow.  As I said, if I 
remember.
