I had the exact same issue. We found that deteriorated cork from the fuel float 
was partially blocking the return tube. I drained the header tank then cleaned 
up the cork particles off the bottom of the tank. Problem solved.

I had the same problem. Long story short...the overflow tube was partially 
blocked. I thought mine was open too even after "testing". I blew air through 
it, ran a wire through it and poured gas through it, all this of course while 
removed from the tank. But unless you can positively determine a flow rate 
(like xxx ounces per minute) and compare it to a new line of known value, I 
would consider it partially blocked and just replace it. IMHO, I think the 
chances of the overflow tube being blocked is much more likely than the 
restrictor hole somehow changing. The overflow tube in my tank is very close to 
the top, maybe 1/4"...never measured but you can't put your finger in the space.

I have a 415-C that is going back into the air soon. However, an issue has come 
up.  During motor run-ups on the ground, the fuel is slowly overflowing out the 
header tank cap vent.  I have checked the overflow line and it is completely
