Yep, the solar rays are stronger in the winter.  And, if you angle your
solar panel right toward the sun, you'd get a small percentage more
intensity in the winter.

However, the many fewer hours of sunlight in the winter combine with the
local surface's angles to those rays to more than make up for the increased
solar intensity due to proximity and so, it's darn cold out there today!

We're having a beautiful snow, today.  Gotta go shopping and we'll drive
very carefully and slowly.

I've heard of others using solar panels to keep their batteries topped up in
the winter.  The good panels do have voltage regulation from what I've
heard.
